Mission Description
Job Purpose:
The VIE – HR Development Officer will support the implementation of Human Resources Development initiatives within AGL Rwanda. The role focuses on enhancing employee performance, talent management, learning and development, recruitment, and employer branding while ensuring alignment with the Group's HR strategy.
The incumbent will work closely with managers and employees to strengthen talent practices, support employee development, and contribute to building a high-performing and engaged workforce.
Job Function:
Performance Management
• Coordinate the annual performance management cycle and ensure adherence to established timelines.
• Support managers and employees throughout the performance review process.
• Monitor completion rates and follow up on outstanding evaluations.
• Prepare performance management reports and dashboards.
• Assist in analysing performance trends and identifying development opportunities.
• Ensure consistency and fairness in performance evaluation processes.
Talent Management & Succession Planning
• Support the annual Talent Review (People Review) process.
• Consolidate talent information and prepare documentation for calibration meetings.
• Assist in identifying high-potential employees and key talent.
• Maintain succession planning records.
• Support implementation of talent development initiatives.
• Monitor agreed development actions following talent reviews.

Job Function:
Recruitment & Employer Branding
• Support the full recruitment process for approved vacancies.
• Draft and publish job advertisements.
• Screen applications against minimum requirements.
• Coordinate interviews with hiring managers.
• Schedule assessments and candidate communication.
• Assist with reference and background verification processes.
• Support onboarding activities for new employees.
• Participate in employer branding initiatives.
• Represent AGL at career fairs, university events, and recruitment campaigns where required.
Learning & Development
• Coordinate internal and external training programmes.
• Maintain the annual training calendar.
• Monitor employee participation and completion of training.
• Evaluate training effectiveness and prepare reports.
• Assist in identifying learning needs across the business.
• Support career development initiatives and individual development plans.
• Maintain employee training records.
HR Projects
• Participate in regional and country HR Development projects.
• Support implementation of Group HR initiatives.
• Assist with employee engagement activities.
• Contribute to HR process improvements and digital HR initiatives.
• Prepare HR presentations and reports.
HR Administration
• Maintain accurate HR Development records and documentation.
• Ensure confidentiality of employee information.
• Prepare monthly HR Development reports and KPI dashboards.
• Support compliance with internal HR policies and procedures.
Minimum Education and Experience Requirements:
• Master's degree in human resources, Psychology, Business Administration, Industrial Relations, or a related field.
• Eligibility to participate in the VIE Programme. Ensure timely regulatory filings and board resolutions in line with Rwandan corporate governance standards.
• First professional experience or internship in Human Resources Development, Talent Management, Learning & Development, or Recruitment.
• Exposure to an international or multicultural environment would be advantageous.
• Excellent verbal and written communication
