Mission Description
Zalawi Haulage Limited seeks experienced and reliable candidates to join our dynamic QHSE team. The successful candidates will be responsible for ensuring that all Quality, Health, Safety, Security, and Environmental (QHSSE) requirements, compliance obligations, standards, and legal frameworks are implemented and maintained effectively.
Job Function:
General
- Manage all aspects of QHSE in accordance with Group policies.
- Conduct Safety and Environmental inspections and make recommendations to close anomalies.
- Ensure that all employees understand their responsibilities related to QHSE matters
- Assist operations department in reviewing operational procedures and processes from a QHSE perspective and suggest solutions to improve.
- Ability to use management concepts and principles including goal setting, planning and execution, corrective actions, and risk management as and when required or deemed necessary.
- Attend client QHSE meetings where required and plan any agreed implementation to meet client standards.
- Conduct and or assist with risk assessments, analysis and or reporting, as and when required
- Be proficient with first aid treatment and be able to evaluate injured persons. If required ensure they are sent for medical treatment at a hospital or clinic with the Workers Compensation forms
- Co-ordinate and follow up with current HSE Committee members for HSE meetings and appropriate reporting, minutes to be forwarded to all members. Follow up on any items requiring action before the next meeting. File records
- Be responsible for a Zalawi QHSE committee
- Promote a positive company image during the course and scope of the performance of these duties
- Conduct and or assist with conducting substance abuse testing as and when required
- Any other delegated tasks deemed as reasonable and as assigned by the Director
Management and Development of the QHSE Committee
- Ensure committee members master the necessary tools and processes
- Apply strategy and business processes in line with global and local standards
- Ensure compliance with regulatory obligations
- Identify competence levels and appoint key members. Ensure they have resources and time needed to share knowledge within their team
- Responsible for reporting to Management, Zalawi and the Group
- Report issues and propose solutions to Management as and when required
- Ensure staff discipline is implemented and maintained as per company disciplinary procedures
Inspections and Housekeeping
Ensure that all equipment remains current, certified, unobstructed and is maintained in a good condition
Advise co-ordinator of any servicing of equipment where required with preferred supplier, or of any additional services, maintenance and/or repairs.
Ensure good housekeeping principles are maintained, and site safety remains a priority with regular inspections and site patrols.
Profile
Ensure that all teams conduct toolbox talks. Conduct spot checks of same ensuring that subjects discussed as well as attendance registers are filed.
Personally conduct at least one toolbox talk per month.
Conduct spot checks on workshop to ensure that equipment checklists are being completed, correctly and signed off by the manager/supervisor, and report deviations to the Director or alternate for awareness and training.
Awareness and training
Conduct QHSE awareness presentations and training to employees and/or as required
Assist line management and employees with development of work, site or other specific related QHSE awareness and training
Inductions
Conduct QHSE inductions for new staff joining the organisation in co-ordination with HR department
Conduct safety inductions for clients and or visitors as and when required
Reporting:
Provide the Director or alternate with feedback on QHSE performance for monthly HSE reports, inspections, other reports, certifications, permits, etc, as required
Prepare and update HSE statistical tracking and trending data
Follow up and manage near miss, incidents and accidents reporting monthly to the Director or alternate to ensure close out of any outstanding issues. File all reports monthly
Conduct thorough incident and accident investigations where necessary with proposed corrective actions to prevent future occurrence
Contractor Management
Ensure that contractors are inducted prior to be permitting work on site
Remove any contractors from site where they pose a safety risk to the site and or employees
Incident Investigation & Emergency Response
Lead or support thorough investigations of all incidents, near misses, and accidents.
Document findings, determine root causes, and implement corrective/preventive actions.
Submit full investigation reports to management, clients (if required), and regulatory authorities.
Assist in the review and revision of Emergency Response Plans and drills.
Maintain an incident register with full traceability and status of closeouts.
Audits:
Conduct QHSE audits and inspections as per audit schedules or requirements
Compliance
Implement and maintain ISO 9001, OHSAS 18001, ISO 14001 and other standards as required
Minimum Education, Experience Requirements & Core Competencies:
Diploma in Health and Safety
Advanced Excel/Word
First Aid Level 1-3 advantageous
Fire Fighting Level 1 advantageous
At least 5 years' experience as a Safety Officer in a similar environment
Proficient in written and spoken English with excellent report writing skills
Excellent administration skills
